With a guaranteed issue product, even an inmate or someone terminally ill (or both) will get covered, however, they will only get paid their death benefit on a percentage of the face value (aka graded life insurance). If they die in the first year, you only get a return of premium plus a modest interest rate, second year death would result in 10-20% payout of the face value etc.
