No, she must sign that the information is true about her on the application and there are no misstatments. Also at her age, I am guessing they will want urine, maybe even blood samples, height and weight, and possibly a medical history (release) that also needs to be signed by her.
I have a wicked stepmother myself, I feel your pain!
